Minimum staffing: the number that should stop a holiday request

Every shift business has a floor — the fewest people who can safely run the place. Most keep that number in a manager's head, which works right up until they approve a day off six weeks out and nobody notices until the morning it lands.

Work out the number per team, not per site

A single site figure hides the problem. A care home with four people on is not covered if all four are in the kitchen. Set the minimum per team — care, nights, kitchen — because that is the level at which cover actually fails.

Where a legal ratio applies, that ratio is the floor and not a target. Early years settings have statutory staff-to-child ratios that differ by age group, so each room needs its own number.

Count the people who can actually do the job

A minimum of three means three people who can do the work unsupervised. Apprentices, trainees and anybody who does not count towards a statutory ratio should sit outside the figure, even though they are on the rota and clocking in.

The practical approach is to give them their own team with a minimum of zero. They still appear, still record hours, and never accidentally make a short shift look covered.

Check it at the point of approval, not at the point of pain

The cost of getting this wrong is not the rota — it is the phone call at six in the morning. A leave request is the moment to catch it, because that is when the decision is reversible and cheap.

This is the thing a holiday system structurally cannot do. It knows who has asked for what, but it has never seen the rota, so it cannot tell you that Tuesday night now has two people on when it needs three. Checking by hand works until somebody is busy.
